THE PROPOSAL

Richborough is preparing an outline planning application for the residential development of approximately 40 dwellings at land to the north of Chalk Road, Lower Higham. The final number of dwellings has yet to be determined because the technical, environmental and masterplanning work has yet to be completed and the feedback from the local community obtained.

Based upon the breadth of technical research already undertaken, an Illustrative Framework Plan has been prepared which shows how new houses could be brought forward, although at this stage in the planning process, the proposals are indicative only. The plan below shows our current proposals.

ILLUSTRATIVE FRAMEWORK PLAN


The Illustrative Framework Plans now being presented for comment includes the following key elements:

  • The delivery of around 40 dwellings including a mix of market and affordable homes (compliant with policy requirements) contributing to local housing need;
  • A variety of new homes of varying tenures to create and add to a diverse and balanced community;
  • Retention of existing trees and hedgerows around the edge of and across the Site, where possible;
  • Vehicular and pedestrian access from Chalk Road and potential provision of car parking spaces to accommodate existing on-street parking along Chalk Road;
  • High-quality landscaping scheme sensitive to the existing landscape character and nearby heritage assets;
  • The delivery of areas of public open space including play space, that can be enjoyed by all residents;
  • Ecological enhancements through the provision of sustainable drainage systems, biodiverse rich grassland, new hedgerows, and tree planting which would uplift the biodiversity value of the Site by more than 10%;
  • A sustainable drainage solution with features to support and enhance wildlife;
  • Overlooked, well-designed streets which feature new trees, speed calming measures and appropriate off road parking arrangements; and
  • A package of measures to show how new development will be resilient to the impacts of climate change and deliver modern energy efficient homes.

Richborough recognises that appropriate financial contributions will be sought to improve local infrastructure and facilities.
